Position Title: National Project Officer (Urban Planning/ Architectural)

Duty Station: Kyiv, Ukraine

Classification: National Officer, Grade NO-B

Type of Appointment: Special Short-Term, Six months with the possibility of extension

Context:

Under the overall supervision of the Chief of Mission, the Programme Coordinator (Housing) and Programme Manager (Construction), the direct supervision of the Progamme Officer (Construction/Principal Architect), and in coordination with other technical programme specialists, the successful candidate will provide support to the implementation of IOMs efforts to improve living conditions of crisis-affected population across Ukraine.

The incumbent will be responsible for monitoring of housing and infrastructure projects, repairs and rehabilitations of damaged buildings, in coordination with relevant colleagues, partners and municipalities. Also, when required, she/he will support activities related to collective centres regarding infrastructure repairs and refurbishment. In addition, to following up on the work of contractors/labours.

Core Functions / Responsibilities:

  • Meet with public officials, developers, and the public regarding development plans and land use.
  • Be aware of government plans or policies affecting land use.
  • Gather and analyze data from market research, censuses, and economic and environmental studies.
  • Participate in field assessments to analyze factors affecting community development and decline, including land use.
  • Review site plans submitted by developers and make recommendations to the supervisor.
  • Assess the feasibility of proposals and identify needed changes.
  • Recommend whether proposals should be approved or denied.
  • Present projects to communities, planning officials, and planning commissions.
  • Stay current on zoning and building codes, environmental regulations, and other legal issues.
  • Assist the Architectural Team in making of architectural design for construction of the housing buildings, as well as in coordinating with implementation partners and stakeholders.
  • Develop design documentation including preparation of architectural plans, drawings, visualization, specifications, scope of work, schedule of work, bill of quantities, cost estimates and any other necessary technical documents. Analyse technical documentation and make recommendations to the Architectural Team for approval of the documentation.
  • Assist the Architectural Team in coordination with the national and local authorities to provide all necessary permits for construction works as required by national legislation.
  • Support the field engineering team to ensure efficient and effective execution of works, complying with all technical requirements of IOM and government authorities.
  • Monitor the contractor’s compliance with the technical requirements of the design documentation, verifying the results of the works and recommending appropriate corrective actions to the Architectural Team as required.
  • Plan and organize appropriate on-site supervision and inspections to ensure that the project is implementing according to approved design documentation.
  • Provide technical support to the procurement department by reviewing or preparing specifications and other construction related procurement documents, conduct bid analysis and technical evaluation of bids to ensure a transparent and fair bidding process.
  • Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment in order to contribute to a healthy workplace.
  • Participate as a member of project related duty travel teams as required.
  • Perform any other duties that may be required.

Required Qualifications and Experience

Education

  • Bachelor’s degree or equivalent in Architecture or a related field in Ukraine with at least four years of professional experience.
  • OR
  • Master’s degree or Equivalent or Higher in Architecture or a related field in Ukraine with at least two years of professional experience.
  • Certification as a licensed professional architect.

Experience

  • Experience in construction design and design supervision.
  • Experience in planning and implementation of design development projects.
  • Experience in design documentation approval and state expertise an advantage.
  • Portfolio of implemented/ongoing projects required.
  • Proven experience in producing reports.
  • Comprehensive knowledge of multiple scales of Urban Planning and public realm activation.
  • Experience in Planning for Government entities or similar activities.
  • Experience working with United Nations or International entities is an asset.

Skills

  • Excellent knowledge of architectural analysis and operating adequate software. Also using design software such as AutoCAD and planning software such as MS Project.
  • Knowledge of applicable codes, policies, standards, and best practices related to the project.
  • Proficiency in computer applications (MS Word, Excel, Outlook etc).
  • Versatile in the use of design-related software (e.g. AutoCAD, ArchGIS) and ability to prepare schedules/bills of quantities and cost estimates.
  • A sound and up-to-date knowledge of local construction techniques and materials.
  • Ability to work quickly and accurately and pay attention to detail.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Conceptualizes and analyzes problems to identify key issues, underlying problems, and how they relate.
  • Ability to identify beneficiaries’ needs and to match them with appropriate solutions.
  • Shares knowledge and experience and provides helpful feedback and advice.
  • Excellent communication and interview skills (with groups and individuals).
  • Excellent interpersonal skills and is able to negotiate with diplomacy and tact.

Languages

Fluency in English and Ukrainian is required (oral and written). It is valuable Russian knowledge.
